tldr;

This design uses the reflections at the ends of ~1/4 wavelength long (in terms of the effective dielectric constant) microstrip traces to redirect the energy of a particular frequency to resonator elements (long skinny inductor, fat/wide cap) which then prevent it from flowing through.
